Waggon Wheel Bluemat Penstemon (Penstemon caespitosus) is a beautiful low-growing groundcover penstemon from Plant Select with small, cupped, evergreen leaves that spread out in a circle. In the early summer, the plant will be covered in small, tubular blue and purple blooms. Use as a groundcover in traditional beds and borders, rock gardens, xeric gardens, or parkstrips. Does not do well with overwatering.
